What does "with reinvestment" assume?

That each month's net dividend buys more of the same investment at the same yield, compounding monthly. It is the upper bound of a DRIP with a constant yield.

Which tax rate should I use?

The withholding or dividend tax that applies to you: 15% is a common treaty rate on US dividends, Irish residents pay more. The default is 15%.

Does it account for price changes?

No. Only the yield compounds; the price of the investment is assumed flat. Real results depend on both.
